The European Union has finalized plans to build out IRIS², a sovereign satellite constellation designed to provide resilient communications for governments and militaries across the bloc. At face value, IRIS² is an infrastructure story. In practice, it is also a geopolitical and strategic autonomy story. Europe has long relied on outside partners, including U.S. companies and institutions, for critical capabilities in space and communications. The case for a homegrown satellite network has now moved from industrial ambition to security necessity. In space, that means building more indigenous launch, communications, and operational capacity. A sovereign constellation gives Europe more than technical backup; it also gives policymakers leverage. The more core systems are locally governed, the less vulnerable they are to abrupt policy changes, diplomatic friction, or unilateral decisions made abroad.

Decisions made now determine whether Europe enters the next decade still heavily reliant on others for secure orbital communications or with a meaningful sovereign layer in place.

The project’s eventual importance will depend on execution: procurement discipline, launch reliability, cybersecurity, ground-segment integration, and clarity on how governments and militaries will actually use the network. It will also depend on whether Europe treats IRIS² as a one-off hedge or as the start of a more durable program of strategic space capability building.

Even in its current form, the message is clear. Europe has concluded that satellite constellations are no longer optional prestige projects. They are part of modern security infrastructure. IRIS² is the EU’s attempt to ensure that when communications become contested, the continent has more of its own assets to fall back on.
