Appealing to the public on climate change may not always be the most effective way to build support for environmental policy. New research from Yokohama National University suggests that framing environmental measures around biodiversity conservation — rather than climate change explicitly — can soften some of the cultural resistance that climate policy tends to attract in Japan.

The study, led by Aya Takagi and Ryosuke Nakadai, was published in Communications Sustainability. It draws on a survey of 1,133 respondents in Japan and examines how cultural worldviews, personal values about nature, scientific knowledge and risk perceptions combine to shape support for environmental policy.

Takagi, an associate professor at the university's Faculty of Environment and Information Sciences and the study's lead author, said the work was motivated by a puzzle: support for climate action varies widely even in a country where outright denial of human-caused climate change is uncommon. That gap, she suggested, points to factors beyond scientific literacy.

"Support for environmental policy may depend not only on what people know, but also on the cultural worldviews they hold and how they value nature," Takagi said. "We wanted to find out whether cultural worldviews are as strongly linked to support for biodiversity conservation as they are to support for climate policy, and how people's own values of nature fit into the picture."

Testing Three Frames of Environmental Policy

To probe that question, the researchers compared public support across three distinct policy categories. The first consisted of measures presented explicitly as climate change policy. The second covered biodiversity conservation measures that also deliver climate benefits — what might be described as overlapping or co-benefit policies. The third involved stand-alone biodiversity conservation measures with no climate framing attached.

Separating the categories this way allowed the team to isolate whether the political and cultural friction attached to climate change follows the underlying environmental goal, or whether it is tied to the climate label itself.

The results pointed to the latter. Respondents holding hierarchical worldviews — a perspective that tends to emphasize order, authority and established social structures — were the least supportive of climate change measures, showing the strongest negative association of any group in the analysis. That relationship weakened when the policy in question was a biodiversity conservation measure that also contributed to climate goals. For stand-alone biodiversity measures, the negative link was no longer clear.

In other words, the same broad environmental objective drew markedly different reactions depending on how it was described.

Relational Values Cut Across the Divide

A second pattern in the data was more consistent. Respondents who placed greater weight on relational values of nature — the personal and cultural attachment people feel toward the natural world — were more supportive across all three policy categories.

That consistency is notable because it held regardless of how the policy was framed. While worldview appeared to interact strongly with the climate label, relational values tracked with support no matter which category respondents were evaluating.

This suggests that appeals grounded in people's existing connections to landscapes, species and cultural traditions tied to nature may travel further across different segments of the public than appeals built primarily around climate science or climate risk.

How the Analysis Was Built

The researchers used a piecewise structural equation model, a statistical approach that lets analysts map chains of hypothesized relationships between multiple variables at once rather than testing them in isolation. The model incorporated measures of cultural worldview, values of nature, general scientific knowledge, risk perceptions and policy support for both climate change and biodiversity conservation.

This design matters because public opinion research often treats knowledge as the primary lever behind policy support. By placing worldview and nature values alongside knowledge and risk perception in the same framework, the study tests whether those cultural and relational factors carry independent weight — and the findings suggest they do.

Why the Distinction Matters for Communicators

The practical implication is that advocates, agencies and policymakers may gain more traction by leading with biodiversity than with climate when they are trying to reach audiences that are skeptical or unmoved by climate framing.

  • Climate-first messaging correlated with the sharpest cultural polarization in the survey sample.
  • Biodiversity measures with climate co-benefits drew a weaker negative response from hierarchical respondents.
  • Pure biodiversity conservation measures showed no clear negative association with that worldview at all.

None of this implies that climate policy and biodiversity policy are interchangeable. Many conservation measures do deliver climate benefits, but the study's focus is on how the public receives the message rather than on the technical merits of any particular intervention. The finding is about framing and coalition-building, not about substituting one environmental goal for another.

A Different Route to the Same Destination

Japan is an instructive case. Because denial of human-caused climate change is relatively uncommon there, the country's variation in climate policy support cannot be explained away by disagreement over the underlying science. That makes Japan a useful setting for examining what else drives public opinion — and the study's answer centers on cultural worldviews and the values people attach to nature.

For anyone designing outreach or drafting policy, the takeaway is that the entry point may matter as much as the substance. A measure described as biodiversity conservation can achieve environmental outcomes while encountering less resistance from groups that reliably oppose climate-branded initiatives.

Open Questions

The study is based on a single national survey, so its findings describe associations within that sample rather than proving that reframing a policy will cause attitudes to shift. How durable the effect would be over time, whether it holds for specific policy proposals rather than general categories, and whether similar patterns appear outside Japan are questions the current work does not settle.

Still, the results offer a concrete hypothesis for future research and a practical prompt for environmental advocates: the language used to introduce an environmental policy can shape who is willing to support it. If biodiversity framing genuinely lowers the temperature of the debate, it may present a less divisive path toward the same climate goals.
