Commercial imagery is proving useful, but adoption remains uneven
A new Government Accountability Office report described by Defense One offers a revealing snapshot of how the U.S. military is using commercial satellite intelligence: the capability is demonstrably useful, already in use, and still not fully integrated into Space Force practice. The examples cited in the report are concrete. The U.S. military purchased commercial satellite images that identified Chinese aircraft carrier positions and Ecuadorian airstrips allegedly used for drug trafficking. Those cases show that commercially available space-based data is not a speculative supplement to classified collection. It is already feeding real national security and operational needs.
Yet the same report says the Space Force still has not fully embraced commercial intelligence. That gap is the central finding. It is not a story about whether commercial space data has value. The examples in the report answer that question. It is a story about why a technology that already works in practice can still face internal hesitation, fragmented processes, and procurement friction.
According to the GAO, some Space Force officials reported challenges tied to licensing costs, perceived restrictions on how the data can be used, and concerns over long-term access. Those concerns produced hesitation among potential users. In other words, adoption is being slowed less by the absence of capability than by uncertainty over the terms, durability, and governance of access.
The numbers show a market that is already real
The scale of current spending underscores that this is no niche experiment. Defense One reports that the Joint Commercial Operations Cell, the group that buys most of the service’s data, spent nearly $77 million between 2023 and 2025 on commercial space services through the Global Data Marketplace. That marketplace functions as an e-commerce platform for unclassified imagery used by the military.
That level of spending matters for two reasons. First, it signals that the Pentagon has already moved beyond pilot-stage curiosity. Second, it raises the stakes of process design. Once tens of millions of dollars are flowing through a procurement channel, confusion about licensing, coordination, or mission fit is no longer a small administrative problem. It becomes a strategic efficiency issue.
The report suggests exactly that. Commercial data is being purchased, but not always socialized effectively across the offices that could benefit from it. If some users remain uncertain about what they can buy, what they can do with it, or how durable access will be, then money alone will not produce full operational adoption.
A coordination problem inside the system
One of the sharpest details in the report involves the working group that discusses government purchases. The Joint Commercial Operations Cell has such a group, and it meets monthly to coordinate acquisitions. But Space Force officials are reportedly not included in that group, and information about the group is not widely available.
That is a small bureaucratic detail with large consequences. The GAO found that many of the challenges reported by Space Force officials could have been addressed through discussions at that working group. Excluding or failing to inform the very users who are struggling with procurement questions creates exactly the kind of friction the watchdog describes: duplicated uncertainty, slower adoption, and avoidable confusion about purchasing intelligence through the marketplace.
In practical terms, this looks like a governance mismatch. A central buying mechanism exists. A recurring coordination venue exists. But key operational stakeholders are not sufficiently plugged into it. The result is a system that has infrastructure without full institutional circulation of knowledge.

That includes maritime tracking, infrastructure monitoring, and broader awareness of dispersed activity. The examples cited by GAO suggest that the military is already benefiting from this model when it chooses to use it.
But institutional habits can lag behind technological and market change. Military organizations built around legacy acquisition processes and compartmented intelligence structures may not automatically absorb commercial services smoothly, even when those services are effective. Questions that seem secondary in the private sector, such as licensing language or subscription continuity, can become decisive barriers in defense environments where mission assurance and legal clarity are essential.
The GAO’s recommendation and the Pentagon response
The watchdog recommended that Air Force Secretary Troy Meink increase communication and awareness around the working group that coordinates purchases. Meink previously served as principal deputy director of the National Reconnaissance Office, making the recommendation notable in light of his background in space intelligence.
The Defense Department concurred with the findings in a response dated June 18, according to the report. That concurrence is important. It means the basic diagnosis is not being rejected by the department. The problem, as framed here, is acknowledged: stronger communication and clearer visibility into the purchasing coordination process could help expand appropriate use of commercial space data.
That will not solve every concern. Licensing costs will still matter. Questions about permitted use and durable access will still need clear answers. But better communication is a logical first step when confusion itself is part of the barrier. If users are not aware of the forum where purchases are coordinated, they are more likely to treat commercial data acquisition as opaque, inconsistent, or risky.
A test case for the future defense space ecosystem
The report ultimately points to a larger strategic issue: the military’s ability to absorb commercial capabilities at the speed the market is producing them. Commercial space is no longer peripheral to defense planning. It is part of the operating environment. The question is whether acquisition processes, user education, and institutional governance can keep up.
The cases involving Chinese naval forces and suspected trafficking-linked airstrips show that commercial imagery already has practical intelligence value. The spending figures show that the government is investing materially in that value. The remaining challenge is integration. If the Space Force can reduce uncertainty around purchasing channels, licensing terms, and internal coordination, commercial intelligence may become less of an exceptional add-on and more of a standard tool in the mission stack.
That is what makes the GAO report more than a procurement note. It is an indicator of how the defense establishment is adapting to a world in which critical space-derived information increasingly comes from a mixed ecosystem of public and private providers.
